my suggestion:

spokesperson on TV has been adrianne barnes.  get her email through the city website.  take photos of how the guy put the piles in the wrong place.  cc the city council rep.  PHOTOS help the city people understand! the guy who did your block needs to be taken out for some more snow removal training. 

see 3000 block of fleetwood--the guy with the frontloader on this block on the evening of the 17th appears to have done it correctly:  snow piles not at driveway entrances or obliterating shoveled sidewalks.  

i myself don't care how long the piles remain if they are not blocking essential ways-through.  unless melting is gonna cause a flood that re-freezes
